Digital Regulations and the Startup Ecosystem in Malaysia
Digital technologies are transforming businesses across Malaysia, enabling new business models and accelerating innovation. In response, the government is strengthening regulations on data protection, cybersecurity and emerging technologies such as artificial intelligence. Malaysia has adopted a broadly enabling approach, applying stricter requirements in higher-risk areas while maintaining flexibility across the wider digital economy. This includes tighter data residency and access rules for regulated industries, safeguards for cross-border data transfers, and mandatory cybersecurity obligations for critical infrastructure.
Malaysia currently takes an innovation-friendly approach to AI, although the proposed AI Governance Bill signals a move towards a more comprehensive, risk-based framework. Together with initiatives under the Malaysia Startup Ecosystem Roadmap, these regulations will shape the growth and competitiveness of the country’s startup sector. Drawing on a survey of 500 ecosystem participants, expert interviews and quantitative modelling, this report examines how Malaysia’s evolving digital regulatory landscape influences startup activity and ecosystem development.
