Digital Regulations and the Startup Ecosystem in India
India’s startup ecosystem has become a central pillar of the country’s ambition to be a leading global innovation hub. As startups build new products, scale digital services, and compete across markets, the regulatory environment around data, cybersecurity, and artificial intelligence (AI) is becoming increasingly important to how they operate and grow.
India has largely taken a risk-based and innovation-oriented approach to digital regulation. The findings show that even broadly enabling frameworks can carry practical implications for startups — from rising compliance costs and specialised talent needs, to delayed product development, increased investor scrutiny, and uncertainty around returns. This report examines how digital regulations are shaping India’s startup ecosystem, drawing on new evidence from a survey of 550 ecosystem participants, including 350 startups, 100 venture capital firms, and 100 incubators, as well as expert interviews and novel quantitative modelling.
